Tokelau consists of three coral atolls — Atafu, Nukunonu, and Fakaofu — in the central South Pacific, lying on the Pacific Plate interior with no active tectonic plate boundaries in their immediate vicinity. The atolls represent the subsided remnants of shield volcanoes formed when the Pacific Plate passed over a now-extinct hotspot many millions of years ago; the original volcanic edifices are now far below sea level, topped by coral reef carbonate that has kept pace with the slow subsidence. Tokelau is one of the lowest-lying territories in the Pacific, with a maximum elevation of approximately 3 to 5 metres above sea level. The Pacific Plate interior in this region is geologically ancient, cold, and entirely quiescent; no active fault systems, volcanic structures, or [[subduction]] boundaries exist within hundreds of kilometres of the territory. Tokelau experiences virtually no indigenous seismicity.

The seismic hazard to Tokelau is exclusively from [[tsunami]] generated by distant sources. The primary threat zones are the Tonga-Kermadec [[subduction]] system approximately 1,200 kilometres to the south and southwest, the Samoa outer-rise and trench boundary to the south, and the Chilean subduction zone on the far side of the Pacific. The 2009 Samoa [[moment-magnitude]] 8.1 outer-rise earthquake generated a [[tsunami]] that reached Tokelau with wave heights estimated at 0.5 to 1 metre — modest in absolute terms but potentially significant given the atolls' maximum elevation of only a few metres above sea level. The 1960 Chilean [[tsunami]] produced recordable wave heights across the central Pacific, including at locations near Tokelau. The 2022 Hunga Tonga volcanic [[tsunami]] also reached Tokelau, producing wave heights of approximately 0.5 metres. With nowhere to evacuate vertically on any of the three atolls, [[tsunami]] preparedness in Tokelau relies on horizontal evacuation to the highest available ground and community awareness of warning signals.

The geology of Tokelau's three atolls is entirely composed of coral limestone and living reef carbonate accumulated over millions of years on submerged basaltic volcanic foundations. The underlying basalt — the original shield volcano rock — lies 100 to 500 metres below the surface, buried beneath the accumulated carbonate. The coral atoll ring encloses shallow lagoons and provides the narrow motu (islet) platforms on which the population lives. [[seismic-wave]] propagation through the old, rigid oceanic lithosphere beneath Tokelau is highly efficient; the [[p-wave]] arrivals from great earthquakes in Tonga or Chile are detectable on sensitive instruments even without any local seismic amplification. New Zealand, which administers Tokelau, provides [[tsunami]] warning services through its GeoNet system and the Pacific Tsunami Warning Center. Given the severe exposure from potential inundation, Tokelau has been included in regional sea-level rise vulnerability assessments that compound the baseline [[tsunami]] risk with changing ocean conditions.
