American Samoa occupies a tectonically precarious position at the northern terminus of the Tonga Trench, where the geometry of [[plate-tectonics]] shifts from classic [[subduction]] along the trench axis to a more diffuse outer-rise and transform boundary setting to the north and east of the Samoan archipelago. The islands sit on the Pacific Plate, and the primary seismic driver is not a locked megathrust interface but rather the bending and outer-rise normal faulting of the Pacific Plate as it begins to flex downward at the trench margin. This outer-rise environment produces extensional earthquakes whose tsunamigenic potential is disproportionately large relative to their [[moment-magnitude]] because the normal-fault mechanism efficiently displaces a large volume of ocean water vertically. The territory also receives seismic energy from deep intraslab events within the subducting Pacific slab at depths of 100 to 600 kilometres, and from shallow transform events along the northern Tonga boundary. The volcanic Manu'a Islands to the east represent the older end of the Samoan hotspot chain and contribute occasional volcanic-tectonic micro-seismicity.
On 29 September 2009, a [[moment-magnitude]] 8.1 outer-rise earthquake struck approximately 190 kilometres south of Apia and 200 kilometres southwest of Pago Pago. The [[hypocenter]] was shallow — approximately 18 kilometres depth — and the normal-fault rupture mechanism displaced the ocean floor across a very large area. The resulting [[tsunami]] struck American Samoa's south-facing coasts within 15 to 20 minutes, with run-up heights measured between 12 and 14 metres in the most severely affected bays of Tutuila. The village of Poloa was completely destroyed; Leone, Pago Pago, and several south coast communities sustained catastrophic damage. Thirty-four people died in American Samoa, and 143 across the broader Samoa-Tonga region. The event was unusual seismologically: initial [[seismograph]] readings suggested a moment-magnitude 8.0 event, but subsequent analysis revised it upward. The compound rupture — involving multiple [[fault]] segments — generated [[aftershock]]s that continued for weeks. A 1917 magnitude 8.3 earthquake in the same region had previously generated a destructive [[tsunami]] affecting these islands.
The tectonic framework of American Samoa reflects the transition zone where the Pacific Plate is consumed at the Tonga Trench to the south while the Samoa hotspot — responsible for creating the island chain — sits on the Pacific Plate interior to the north. The hotspot-generated volcanic edifices of the Samoan chain young progressively eastward: Savai'i and Upolu in independent Samoa are the most recently active above-sea-level volcanoes, with eruptions in 1902–1911, while Tutuila and the Manu'a group are older and dormant. The proximity of the hotspot volcanic field to the active trench boundary creates a seismically complex environment where hotspot-related flexure, outer-rise tensional faulting, and the transition to transform tectonics all operate simultaneously. [[tsunami]] hazard ratings for American Samoa are among the highest in the United States National Tsunami Hazard Mitigation Program, and vertical evacuation structures have been constructed on Tutuila following the 2009 disaster. The territory participates in the Pacific Tsunami Warning Center alert system.
