Tuvalu is one of the world's smallest and lowest-lying nations, comprising nine coral atolls and reef islands spread across approximately 900,000 square kilometres of the central Pacific Ocean. Like Kiribati and the Marshall Islands, Tuvalu sits on the Pacific Plate interior and generates no significant local seismicity. The islands' maximum elevation is approximately 4.5 metres, making [[tsunami]] the dominant seismic-related hazard despite the absence of local earthquake sources. The primary [[tsunami]] threat comes from great earthquakes in the surrounding Pacific Ring of Fire systems: the Tonga-Kermadec system lies approximately 1,000 kilometres to the south and southeast, the Solomon Islands [[subduction-zone]] approximately 1,500 kilometres to the west, and the Chile subduction zone on the far side of the Pacific. The atoll geometry of Tuvalu — a thin ring of land surrounding a shallow lagoon — provides no opportunity for vertical evacuation when [[tsunami]] waves arrive, making community awareness and early departure the only viable response to a tsunami warning.
Tsunami records for Tuvalu show several historical inundation events. The 1960 Chilean earthquake (magnitude 9.5) [[tsunami]] traversed the Pacific and caused wave heights of 0.5 to 1 metre at Funafuti, the capital. The 2009 Samoa earthquake [[tsunami]] caused wave heights of approximately 0.5 metres at Tuvalu. The 2011 Tohoku [[tsunami]] was recorded at Funafuti tide gauges with wave heights around 0.3 to 0.5 metres. Regional events from the Tonga system have generated periodic warnings for Tuvalu. The distinction between a tsunami that is a minor wave event and one that could catastrophically inundate the entire land area of a Tuvaluan atoll is a narrow margin: a [[tsunami]] with 2- to 3-metre run-up on an island with a maximum elevation of 4 metres would flood virtually all habitable land. This vulnerability has made Tuvalu a symbol of the compounding threats from climate-driven sea-level rise and low-frequency but high-impact [[tsunami]] events.
Tuvalu's geology is entirely the product of coral reef construction on subsiding Pacific volcanic seamounts. The basaltic basement of the Tuvalu islands lies tens to hundreds of metres below the coral cap, covered by accumulated reef carbonate over the past 30 to 50 million years as the Pacific Plate has moved the original volcanic edifices northwest and away from the hotspot that formed them. The surface material is entirely Holocene coral rubble, sand, and living reef; there is no rock harder than porous coral limestone anywhere above sea level. This extremely porous and unconsolidated substrate would provide minimal resistance to [[seismic-wave]] passage if local shaking did occur, and the flat geometry means [[seismic-wave]] amplification would be minimal in any case. The Pacific Tsunami Warning Center provides warnings to Tuvalu's National Disaster Management Office, which coordinates with village leaders for community-level response.
